I'm getting a "Parameters in request are not valid" error when trying to transfer my domain to Amazon Route 53. How can I fix this?

The "Parameters in request are not valid" error usually occurs when a transfer is submitted with an invalid or missing IPS code, which is required by some top-level domains (for example .it, .co.uk, .org.uk, etc.).
