Not able to launch Windows machine after configuring and launching AMI

I have used this ESRI public AMI, configured and launched. I checked after couple of hours GetSystemLog, the message is "Windows is ready to use". Then tried to connect this EC2, downloaded RDP file, decrypted password by provided PEM file. Then double click the RDP file downloaded, It is not able connect, tried many times, bad experience with this.
