When I try to use the Amazon Lightsail console, I get an error message:

"There might be a problem. It looks like you aren't authorized. Try refreshing or signing out of this account and using an account that has access to Lightsail.

What does this error mean, and how do I fix it?"

This error appears when the Amazon Lightsail service isn't active on your AWS account. Make sure of the following:
