How do I allow users from another account to access resources in my account through IAM?

How do I use Identity and Access Management (IAM) to allow IAM users from another account to access resources in my account?
If you have the 12-digit account number and permissions to create and edit IAM roles and users for both accounts, then you can enable particular IAM users to access resources on your account. For instructions, see IAM tutorial: delegate access across AWS accounts using IAM roles.
Note: If you don’t have access to create and edit IAM roles and users, you must get assistance from the owner of the other account to complete the process. As a best practice, grant access to your account and resources only to entities that you trust.
