Kartu Prakerja Detects Fraudulent Registrations at scale using Amazon Textract

Kartu Prakerja is a competency and entrepreneurship development program initiated by the Government of Indonesia aimed at job seekers, workers affected by termination of employment, workers who require competency improvement and micro and small enterprises. When the pandemic hit, the Indonesian government saw a rise in unemployment. To support its citizens, the government allocated Kartu Prakerja US$1.4 billion in 2021 to offer monetary incentives on top of skills training for those who complete these training courses.

However, many attempted to exploit the government program for their own monetary gain by submitting multiple registrations under different identities. Kartu Prakerja previously checked and detected these fraudulent registrations using non-AI software to match the user identity against the government’s population and civil registration database at the Ministry of Home Affairs.

To make sure more Indonesians can benefit from its program, Kartu Prakerja is working with Amazon Web Services (AWS) to improve and scale its identity verification process.

After implementing Amazon Textract in July 2021, Kartu Prakerja can now complete each verification within seconds.

With Amazon Textract’s computer vision technology, the organization is able to automatically extract data from copies of personal identification cards in seconds. This information is used to authenticate and verify the registrant’s identity by comparing it against the data that has been previously submitted by the registrants.

“Previously we had difficulty in verifying the ID that was uploaded when users registered,” says Hengki Sihombing, director of operations, Project Management Office of Kartu Prakerja. “We are able to use artificial intelligence (AI) and machine learning (ML) to process registrations more efficiently, even without having previous Machine Learning experience. Now we are able to verify applicants’ information more accurately and detect fraud. This has ultimately made it easier for Indonesians to register and access the upskilling courses.”

Today, the program has helped over 11.4 million Prakerja recipients in the country to stay relevant in the job market, by equipping them with in-demand skill sets. Kartu Prakerja is currently exploring how it can improve detection of fraudulent registrations with the use of other AWS AI tools. With the improved identity verification process, Kartu Prakerja is confident it will be able to scale up more quickly and help more job seekers in 2022.
