Amazon RDS SQL Server now supports changing the server-level collation

Amazon RDS for SQL Server now supports changing the server-level collation when creating a new DB Instance. If the collation is not specified the default server-level collation will continue to be SQL_Latin1_General_CP1_CI_AS.
