Franz Loewenherz is the Mobility Planning & Solutions Manager for the City of Bellevue, Washington. Franz leads a team responsible for strategic and innovative transportation policy and program development, including Vision Zero road safety, technology partnerships, pedestrian and bicycle infrastructure implementation, integration of emerging mobility technologies that support a strong public transportation network, and data collection and analysis systems. Franz’s work advancing mobility solutions has been recognized with a 2021 FHWA National Roadway Safety Award, 2017 ITE Transportation Achievement Award for Safety, 2016 USDOT Mayor’s Challenge Award, and a 2012 FHWA Transportation Planning Excellence Award.

Working backwards from Vision Zero to improve road safety

Amazon’s Working Backwards process puts the customer at the center of discussions about designing a solution based on their needs. The City of Bellevue, Washington recently benefited from this practice through a workshop facilitated by the Arizona State University (ASU) Smart City Cloud Innovation Center (CIC), powered by AWS. The CIC workshop provided clarity on Bellevue’s local road safety needs and how to best align its projects with national investment priorities.
