Today, Amazon Web Services (AWS) announced the launch of its new Digital Sovereignty Module as part of the AWS Partner Transformation Program (PTP). The module is designed for AWS Partners looking to build digital sovereignty offerings, helping them support public sector and regulated industries customers address their data residency and compliance requirements on AWS. This new module—piloted in September 2025—is now available globally. It reflects the ongoing AWS investment in helping customers and partners meet evolving digital sovereignty requirements across the globe.

Digital sovereignty market overview

Digital sovereignty continues to be a top priority for organizations looking to maintain compliance, adhere to evolving policies and requirements, and improve customer trust. According to the International Data Corporation (IDC), the sovereign cloud market is expected to expand at a 27 percent compound annual growth rate to reach $258.5 billion by 2027, presenting a significant opportunity for AWS Partners.

Digital sovereignty PTP module overview

AWS meets partners wherever they are on their digital sovereignty journey. The new module focuses on building a digital sovereignty offering. By completing the module, partners are able to accelerate time-to-market for sovereign solutions, differentiate their offerings in regulated industries, and unlock new customer engagements globally. Partners will learn how to establish frameworks to define digital sovereignty requirements, build digital sovereignty assessments, and develop well-architected cloud foundations that can help to meet regulatory and compliance requirements.

The module helps partners translate sovereignty requirements into an AWS CloudFormation template that codifies technical and operational controls and reduces technical debt based on the AWS sovereign-by-design approach. These templates and assessments will, in turn, help customers accelerate the deployment of new workloads that address sovereignty needs such as data locality, control over access, resilience, and compliance.

Health Espresso, a participant in the private preview, shared: “AWS was a pivotal partner in shaping Health Espresso’s digital sovereignty journey, translating governance into architecture. The workshop and sessions were clear, practical, and action-oriented, and we walked away with an AWS-approved blueprint that makes compliant scaling simple, allowing us to reach more patients across the world.”

This comprehensive module features two virtual half-day workshops combined with personalized one-on-one sessions with a PTP transformation consultant over a 60–90 days engagement period. The experience can be customized to address specific partner needs and customers’ requirements to maximize value and relevance. Participants also gain access to AWS-sponsored training materials and valuable resources to support the development of their digital sovereignty offering.

As governments and enterprises strengthen sovereignty controls, AWS is equipping partners to lead in this new era of trust and transparency,” said Rishi Bhaskar, director of public sector partner sales at AWS, This new Digital Sovereignty Module delivers target outcomes and builds on our continued investments in sovereignty capabilities worldwide, complementing programs like the Digital Sovereignty Competency and Digital Sovereignty trainings in AWS Skill Builder.”

Digital sovereignty means different things to different people, and every country or region has their own requirements. Adding to the complexity is the fact that no uniform guidance exists for the types of workloads, industries, and sectors that must adhere to these requirements. Although digital sovereignty needs vary based on multiple factors, the new Digital Sovereignty Module helps partners build digital sovereignty assessments and establish a common, consistent, and comprehensive framework to approach their customers’ compliance requirements—regardless of the region, country, or vertical.
