How Strategic Solutions Group built an AI-powered case report builder on AWS to accelerate public health insights

Strategic Solutions Group LLC (SSG)—a GovTech public health company—empowers public health agencies through their flagship platform, Casetivity, which delivers modular, flexible, and interoperable systems for disease surveillance, immunization information systems, and early childhood intervention. With deep expertise in public health and IT, they help organizations modernize workflows, improve data management, and drive better health outcomes. The team recognized that traditional report-building processes created bottlenecks for agencies trying to respond quickly to health trends and surveillance needs.

In collaboration with Amazon Web Services (AWS), SSG successfully developed Compass, an AI-powered report builder integrated into Casetivity, transforming how public health officials’ access and analyze critical data.

Challenges of data access for public health officials

Public health agencies face mounting pressure to generate timely, accurate reports while managing increasingly complex data requirements across disease surveillance, immunization tracking, and outbreak investigations. SSG understood that accessing critical health data typically requires either specialized SQL expertise or deep familiarity with complex reporting systems—technical barriers that create unnecessary complexity and delays when public health professionals need immediate insights to protect their communities.

Solution overview

SSG chose to build Compass Report Builder, using AWS services. Compass Report Builder can interpret natural language queries and convert them into accurate SQL statements. Public health officials can now interact with their data using natural language queries such as:

  • Show me all tuberculosis cases in the last 6 months by zip code
  • Generate a report of foodborne illness cases from the past week
  • Display vaccination rates by age group for our county

The system translates these requests into appropriate database queries and returns formatted reports with visualizations—all without requiring SQL knowledge or IT support. This generative AI capability addresses several critical technical considerations:

  • Healthcare data privacy: Compass operates within Casetivity‘s robust security framework, with role-based access controls. Importantly, the system doesn’t have access to production health data, eliminating privacy concerns while maintaining functionality.
  • Terminology accuracy: The system supports custom data models and controlled vocabularies, avoiding semantic overloading by separating key concepts. This helps ensure accurate interpretation of public health terminology and disease surveillance requirements.
  • Integration excellence: Compass seamlessly integrates into the existing Casetivity report builder UI. System administrators can use this to quickly build reporting features for end users.

AWS services powering Compass

SSG built Compass using a comprehensive suite of AWS services that work together to deliver secure, scalable AI-powered reporting:

  • Amazon Bedrock provides the foundational generative AI capabilities that power Compass’s natural language understanding. The service enables accurate interpretation of public health terminology and converts plain English queries into precise SQL statements with built-in safeguards for healthcare data sensitivity.
  • Amazon Elastic Container Service (Amazon ECS) with AWS Fargate runs the containerized Compass application without requiring server management. This serverless compute approach automatically scales based on demand from multiple public health agencies, providing consistent performance during critical health investigations.
  • Amazon Elastic Container Registry (Amazon ECR) securely stores and manages Docker container images for the Compass application, providing version control and vulnerability scanning for enhanced security.
  • Amazon Relational Database Service (Amazon RDS) for PostgreSQL hosts the vector store database that enables semantic understanding of public health data structures and terminology. The managed database service helps ensure high availability and automated backups for critical metadata.
  • AWS Key Management Service (AWS KMS) provides encryption key management for all sensitive data, helping to ensure HIPAA compliance through hardware security modules and fine-grained access controls.

Transforming public health operations

Compass Report Builder fundamentally changes how public health agencies interact with their data:

  • Immediate data access: Public health officials can now generate reports in minutes instead of waiting days for IT support.
  • Democratized analytics: Epidemiologists and program managers who previously relied on technical staff can now independently access and analyze their data, leading to more timely and informed decision-making during critical health investigations.
  • Resource optimization: SSG internal system administrators report a 50% reduction in time spent building custom reports, giving them more time to focus on system improvements, data quality initiatives, and strategic projects that enhance overall public health infrastructure.

Conclusion

SSG’s success with Compass demonstrates the transformative potential of AI-powered tools in public health. By removing technical barriers to data access, agencies can focus on what they do best: protecting and improving community health.

The broader impact extends beyond SSG’s client base. As more public health agencies gain access to AI-powered data tools, the potential for improved health outcomes grows exponentially. Faster outbreak detection, more targeted interventions, and data-driven policy decisions all contribute to stronger, more resilient public health systems.
