Amazon CloudWatch Command Line Tool
Simply unzip CloudWatch-2010-08-01.zip into a directory and use the individual commands such as mon-get-stats and mon-list-metrics.
The archive comes with a more extensive README file that explains how to use the command line client in more detail.

The Command Line Tool serves as the client interface to the Amazon CloudWatch web service. Use this tool to monitor, manage, and publish Amazon CloudWatch metrics, as well as configure alarm actions based on data from metrics.
