In the past two years, many of us in Latin America have seen civil society, governments, academia, and the private sector unite to accelerate our ability to respond to the economic and human challenges of COVID-19. Public sector organizations innovated with the cloud to address a variety of dynamic needs: expanding financial inclusion, supporting wider access to education and healthcare, providing transparency in electoral processes, and more. In this blog post, we spotlight four organizations in Latin America that are using AWS to transform the public sector.

When I worked in the UK government, I led the Government Digital Transformation Service (GDS) Transformation Program, where we used an Agile approach to modernize a range of services, from social care benefits to prison visit booking. Now, I work with the AWS Institute executive education program to teach public sector leaders how to accelerate and expand their impact for citizens with digital transformation. In this blog post, I share my experience using the Agile approach to transform government services, and offer some best practices for organizations who want to adopt a bias for Agile action to deliver successful modernization faster and at scale.

In my time working for the UK government’s Digital Marketplace as the service manager, I saw first-hand the benefits of open source in government. Combined with transparent processes, using open source solutions helped streamline digital project execution, build trust with constituents and the global community, and save time and money. Now, as the senior manager of government services (GovServices) at AWS, and as a teacher for the AWS Institute Executive Education Program, I want to share best practices for government leaders looking to use open source solutions.

AWS signed a new Cloud Framework Agreement (CFA) with the Malaysian government, together with local IT provider and AWS Partner Radmik Solutions Sdn Bhd, to help accelerate cloud adoption in the public sector and help agencies save costs, boost digital skills, and drive innovation. AWS is the first international cloud service provider to have concluded and signed a CFA with the Malaysian government, as part of our long-term commitment to support Malaysia’s digital transformation.

AWS announced that the AWS Startup Ramp is now available in Japan to support entrepreneurs delivering modern products and services in government, civic technology, smart cities, healthcare, agriculture, and space technology, as well as disaster prevention and resilience. AWS Startup Ramp provides startup and their teams with training and support, networking, and AWS credits to address challenges in serving public sector customers and accelerate public sector innovation. Now, early-stage startup teams across the Asia-Pacific Region can apply to the first AWS Startup Ramp cohort before applications close April 7, 2022.

The extensive higher education landscape in India poses many challenges, like the rising complexity of administrative and academic activities, increase in student enrollment from a tech-savvy generation, data security issues, and more. The education technology (EdTech) company CollPoll is a full-stack web- and mobile-based campus automation, digital learning, and analytics platform designed to address these challenges with artificial intelligence powered by Amazon Web Services (AWS). CollPoll uses the cloud to provide end-to-end automation of key academic and administrative processes to bring digital transformation solutions to educational institutions in India and around the world.

Governments are increasingly adopting digital ID systems to improve inclusion and accessibility to public services. Based on the experiences shared by governments and by AWS experts who have worked to implement digital ID around the world, six lessons emerge about how to create the right strategic mindset for digital ID creation and implementation.

In this blog post, the Georgia Department of Community Health (DCH) chief information officer, Venu Gurram, describes his experience transforming their Medicaid Management Information System (MMIS) from legacy on-premises infrastructure to a collection of services in the cloud. Learn how the DCH joined forces with another state entity, the Georgia Tech Research Institute (GTRI), to use the Amazon Web Services (AWS) Cloud to deliver the next generation of Medicaid technology: a Medicaid Enterprise System (MES).

The higher education we knew before the pandemic will not be the one that emerges post-pandemic. Leaders must meet this moment by redefining the constructs of higher education. The “Top 10 IT Issues, 2022: The Higher Education We Deserve” report released by EDUCAUSE groups the top 10 priorities into three imperatives: 1) shared vision, shared strategy; 2) student success as institutional success; and 3) sustainable business models.

In the Greater Stockholm Area, SL (Stockholm Public Transport) is responsible for public transport services for more than three million citizens. SL is transforming their ticketing system with a new, “future-proof” alternative built and managed in-house. This major digital transformation project, built on the Amazon Web Services (AWS) Cloud and using microservices, is currently being rolled out across the city. The new ticketing system is an integral part of SL’s commitment to make sure everyone who lives, works in, or visits Stockholm, “has access to well-developed, easily accessible and reliable public transport.”
