There are no tiers or upfront commitments. You select the instance that fits your workload, and hourly software charges accrue for as long as it runs.

Am I charged hourly software fees when my EC2 instance is stopped?
Software charges accrue only while the instance runs. A stopped or powered-off instance does not generate hourly software fees. You may still pay AWS for attached storage, but the software meter counts running time only. Restarting the instance resumes hourly software charges.
What determines the hourly rate I pay across the 21 instance options?
The rate maps to the EC2 instance type you select. Each option ties to a specific compute family and size, such as t-series general-purpose, c-series compute-optimized, or r-series memory-optimized. Larger sizes carry more CPU and memory capacity. You pick one instance type per running deployment.
