    PwC Sovereign Cloud Assessment

     Info
An independent, workload-level sovereignty assessment that delivers your Sovereign Cloud Path across AWS Global Regions, the AWS European Sovereign Cloud, and hybrid options in 4–8 weeks. Delivered by PwC, an AWS Digital Sovereignty Competency Partner.

    Overview

    At a glance

The PwC Sovereign Cloud Assessment is a 4–8 week structured engagement that translates sovereignty requirements into your Sovereign Cloud Path, workload by workload. Methodologically aligned with the seven-domain sovereignty framework AWS applies in its own programs and delivered by PwC as an AWS Digital Sovereignty Competency Partner.

You walk away with your Sovereign Cloud Path, including:

    • Sovereignty baseline report across data, technical, and operational sovereignty
    • Sovereignty Maturity Scorecard and Risk Profile for executive decision-making
    • Workload-level AWS Infrastructure recommendation across Global Regions, AWS European Sovereign Cloud (ESC), and hybrid options
    • Prioritized Implementation Roadmap with workload sequencing, business case, and migration rationale

Targeted Proof-of-Concept (PoC) that validates your individual use case and de-risks your most consequential sovereignty decision before commitment

An independent perspective on the path to digital sovereignty

PwC delivers this assessment as an independent advisor and AWS Digital Sovereignty Competency Partner. Recommendations are evidence-based, grounded in regulatory, audit, and technology expertise, and delivered with audit-grade documentation aligned with your priorities, not a single deployment model.

    The engagement:

    Three phases over 4–8 weeks

Each phase delivers concrete outputs that build into your Sovereign Cloud Path.

    Phase 1) Assess

Sovereignty Baseline Establish the foundation: business and regulatory requirements, sovereignty objectives, and evaluation criteria.
    • Business and risk requirements: strategic objectives, risk appetite, sovereignty drivers
    • Regulatory and jurisdictional landscape: GDPR, EU AI Act, NIS2, DORA and sector-specific requirements
    • Evaluation criteria: decision logic across the three sovereignty pillars Stakeholder alignment: business, IT, security, compliance, risk, audit

Output: Sovereignty baseline with objectives, regulatory mapping, and evaluation framework.

    Phase 2) Evaluate:

Workload-Level Sovereignty Fit & Proof-of-Concept Sovereignty is not all-or-nothing. Evaluate workload by workload across the three pillars and validate the most consequential decision through a targeted PoC.

Sovereignty posture across the three pillars:

    • Data sovereignty: residency, classification, cryptographic protection, jurisdictional movement
    • Technical sovereignty: resilience, recovery, vendor independence, exit strategy, supply chain
    • Operational sovereignty: access transparency, operator jurisdiction, just-in-time access, separation of duties, tamper-resistant logging

Determine fit across the AWS Infrastructure spectrum:

    • Cloud-Native Sovereignty: AWS Global Regions, where standard controls suffice
    • Edge & Hybrid Sovereignty: AWS Local Zones, Dedicated Local Zones, Outposts and AI Factories, where isolation or location control is needed
    • Dedicated Sovereign Cloud: AWS ESC and AWS GovCloud, for the highest requirements

    One targeted PoC on AWS:

    • Prove data residency, access governance (AWS IAM), and operational patterns in your context
    • Stress-test encryption (AWS KMS), logging and auditability (AWS CloudTrail, Amazon CloudWatch), and architecture patterns (Amazon EC2, S3) under realistic conditions
    • Evidence regulatory and sovereignty alignment with audit-grade documentation before commitment

Output: Workload-level fit-assessment, Sovereignty Maturity Scorecard, Risk Profile, and validated PoC design.

    Phase 3) Plan:

Sovereign Cloud Path & Roadmap Translate findings into your Sovereign Cloud Path - the actionable plan that sequences workloads, builds the business case, and sustains sovereignty over time.
    • Workload-to-AWS Infrastructure mapping across the spectrum
    • Migration sequencing by readiness, complexity, and business impact
    • Business case, target-state architecture, decision rationale, and Executive Summary
    • Dependency and integration mapping for cross-workload service grouping
    • Continuous assurance: governance, monitoring, evidence, regulatory change tracking

Output: Your Sovereign Cloud Path - business case, prioritized Implementation Roadmap, and Executive Summary Report.

Methodologically aligned with AWS, independent in conclusions The assessment uses the same seven-domain sovereignty framework AWS applies for its own programs, ensuring direct compatibility with AWS-led initiatives and full coverage of the AWS Infrastructure spectrum: Global Regions, GovCloud, ESC, Local Zones, Dedicated Local Zones, and Outposts.
