One hour maps to one running EC2 instance of the type you chose, carrying Oracle Linux 9.4 and vendor support. Each running instance meters its own hours. Two instances of the same type running together bill two hours per clock hour. Counting follows actual running time.
The hourly software charge applies only while an instance runs. Stopped instances stop accruing the software rate. Underlying AWS charges, such as storage for attached volumes, may still apply while an instance is stopped. Restarting resumes the hourly software charge.
Your hourly rate follows the instance type you launch. Larger compute, memory, storage, or GPU instances carry higher hourly rates than smaller general-purpose sizes. Changing instance type means changing your rate. There are no tiers or thresholds; cost equals your chosen rate multiplied by running hours.
