Each hourly rate covers one running EC2 instance of the size you select. A single virtual machine equals one billable unit. If you run several instances, each one meters and bills separately, even when they share underlying hardware.
Am I charged when the instance is stopped or powered off?
The software charge meters only running instance-hours. A fully stopped instance stops accruing the hourly software fee. AWS may still charge for attached storage while the instance is stopped, but the Memcached software licence bills running time only.
If I need more caching capacity, do I upgrade the instance or add nodes?
You can move to a instance type with more compute and memory, which changes your hourly rate. You can also scale horizontally by running multiple cache nodes. Each additional node bills at its own selected instance rate.
