Any deep-packet inspection firewalls cannot detect SoftEther VPN's transport packets as a VPN tunnel, because SoftEther VPN uses Ethernet over HTTPS for camouflage.
- Remote-Access VPN and Site-to-Site VPN - Design and implement your VPN topology with SoftEther VPN. It virtualizes Ethernet by software-enumeration. Options span general-purpose, compute-optimized, memory-optimized, storage-optimized, and accelerated families. Sizes range from small burstable instances up to large multi-terabyte bare-metal machines. Each family and size sets its own hourly rate. Larger instances with more CPU, memory, or storage carry higher rates. You select the instance that fits your VPN throughput and connection needs. Billing accrues only while the instance runs, so you control cost by matching capacity to workload.

You get the SoftEther VPN Server software running on Windows Server 2022, deployed on the EC2 instance size you select. Each hourly rate covers the software licence on that specific instance. The instance's CPU, memory, and storage set its capacity for VPN connections and throughput.
The software fee meters running time only. A stopped instance accrues no hourly software charge. You may still pay underlying AWS storage fees for the instance's disk while it is stopped. Billing resumes when you start the instance again, so you control cost by stopping when idle.
