The hourly software charge applies only while an instance runs. Stopped or paused instances do not accrue the software fee. AWS may still bill underlying storage for stopped instances, but the software rate meters running hours only. Total cost tracks how many hours your chosen instances actually run.
Two charges apply per running hour and add together. The listing software rate covers RabbitMQ on the hardened Ubuntu image. AWS charges the underlying EC2 compute separately.
