The hourly rate covers a hardened RHEL 9 image preconfigured by the seller with updates, firewalls, and network protocols. One unit equals one running instance of the EC2 type you select. You pay per hour the instance runs, billed for the chosen instance size.
The software rate meters running hours only. A fully stopped instance accrues no hourly software charge. Stopped instances may still incur underlying AWS storage fees for attached volumes, but those are separate from this listing's per-hour software charge.
