Smaller sizes like t3.nano and t2.micro cost less per hour than larger sizes like t2.2xlarge. You scale cost by selecting a size and running it longer.

What does one hourly unit cover for these instance types?
One unit is one running EC2 instance of the size you pick, billed per hour. The rate bundles the Atom software and maintenance support onto that instance. Each instance you launch meters separately. Running two instances of the same size doubles the hourly charge.
Am I charged the hourly rate when I stop or pause an instance?
The software charge meters running time only. A stopped instance does not accrue the hourly Atom rate. You may still pay underlying AWS storage fees for the attached volume while the instance is stopped. Charges resume when you start the instance again.
How do I move between instance sizes if my compute needs change?
You change your bill by launching a different size and stopping the old one. There is no automatic tier upgrade. The hourly rate switches to reflect the new instance family or size. Maintenance support is included with each listed size you run.
