GUIDON ACCOUNTABILITY MODEL
The problem Knowing where your people are is continuous work. It does not wait for the next check in, the next network window, or the next shift briefing. On stable networks, existing tools keep pace. In the field, status changes fast. When teams move, networks drop, and accountability falls back to radio, paper, and manual updates, data goes stale within hours. Decisions about deployment, medical response, and missing persons then get made from information nobody fully trusts. What GUIDON is GUIDON is a single browser based Progressive Web Application that runs across connected, intermittent, disconnected, and fully isolated environments. It keeps rosters current, verifies people at checkpoints, issues and validates credentials offline, supports emergency status workflows, and publishes structured accountability data to the systems that consume it once connectivity returns. It is in production today. Where it is used • Disaster response and mass care. Shelter intake, staff and volunteer accountability, and multi site status across areas with degraded or no communications. • Humanitarian field operations. Accountability for staff, local partners, and beneficiaries in regions with limited or unreliable connectivity. • Emergency management and mutual aid. One roster shared across responding organizations, so every agency sees the same accountability picture. • Large events and distributed workforces. Credentialed check in and movement tracking at scale, without dependence on venue networks. Capabilities • One application, any device. Browser delivered and responsive from phone to desktop, with zero installation and full offline functionality. • Built for degraded and disconnected networks. Operates through denied, degraded, intermittent, and limited connectivity using encrypted local storage and priority synchronization when the connection returns. • Verifiable offline credentials. Issues QR, PDF417, Code128, and NFC credentials that verify without a network when standard identification is unavailable. • Multi organization rosters. Tracks staff, volunteers, partner organization personnel, and other participants on the same locked roster at every checkpoint. • Controlled data movement. Moves data between separated environments with validation, checksums, sanitization, and a complete audit trail. • On device AI. Answers natural language questions against encrypted local accountability data with no cloud dependency during an outage. Platform and security • Continuous audit posture. Every operation, connected or not, generates immutable signed audit records supporting continuous monitoring. • Defense in depth. AES-256-GCM encryption at rest, signed offline transactions, and federation through OIDC, LDAP, SAML 2.0, and JWT. • Transfer without a network. Moves data between devices using only cameras and screens. No network, no cable, no manual re entry. • Privacy aware AI routing. Classifies queries for personally identifiable information and sensitivity, routing to approved providers or blocking where required. • Fast operational queries. Pre computed aggregation tables return dashboard answers across large record volumes. • Open integration architecture. Unifies REST, SOAP, SFTP, and cloud storage patterns so new protocols extend the existing integration contract. How GUIDON runs on AWS GUIDON is built, delivered, and operated on AWS. DMI runs the application, build, release, and integration estate in commercial AWS regions, and deploys GUIDON into the customer AWS environment where required. The architecture uses AWS compute, container, storage, database, integration, and key management services, and is designed so the application continues to function when the connection to those services is lost.
