The software meters running hours only. When you stop or terminate the instance, software charges stop accruing. A stopped instance may still incur underlying AWS storage fees for its disk, but those are separate from this listing's hourly software charge.
After starting the VM, you connect over SSH as ec2-user and run a command to add each VPN user. TCP port 22 and UDP ports 51280-51282 must be open in the AWS firewall settings. Adding users does not change your hourly rate.
