Am I charged the hourly software rate when my EC2 instance is stopped?
The hourly software rate meters running instance-hours only. A stopped instance does not accrue the software charge. However, AWS may still bill you for attached storage while the instance is stopped. You are billed the software rate again once the instance restarts.
What does one billed hour actually cover — the software, the server, or both?
Each dimension maps to one running EC2 instance of the named type. The hourly rate covers the SoftEther-VPN software on Ubuntu Server 24.04. AWS separately bills the underlying compute, storage, and data transfer for that instance. Your total cost combines both the software rate and the AWS infrastructure charges.
How does my cost change if I move from a smaller instance type to a larger one?
