The software rate meters running instance-hours. A stopped instance does not accrue software charges. AWS storage fees for attached volumes may still apply while the instance is stopped. Charges resume when you restart the instance.
Can I run this MongoDB database on a server without internet access?
The standard deployment installs from the AWS Marketplace onto an EC2 instance. For environments without network access, offline installation packages are available. You should contact the vendor's Customer Success team before setting up an offline install.

You do not need to SSH into EC2 at all steps, easy to operate.
