Pricing scales with the compute, memory, and storage each instance provides. You choose the instance that fits your database workload, and the hourly software rate applies while it runs. The hourly rate covers the Oracle Database 12c Enterprise Edition software running on your chosen EC2 instance. It includes 24/7 support with a 24-hour response target. It does not include the underlying AWS EC2 compute charge or storage costs, which AWS bills separately alongside the software rate.
The software rate applies only while the EC2 instance runs. A stopped instance accrues no hourly software charge. You may still pay AWS storage fees for the root volume and the dedicated Oracle data volume while stopped, since those persist independent of running state.
