You pay by the hour for a hardened, HIPAA-compliant Oracle Linux 9 image. Pricing scales with the EC2 instance type you choose to run it on. Each hourly unit is the running time of one EC2 instance of the size you select, carrying the hardened Oracle Linux 9 image. You pay for each hour that instance runs. Instance count and size both affect your total, since each running instance meters its own hours separately.
The software charge meters running time only. A fully stopped instance stops accruing this hourly software fee. Stopped instances may still incur underlying AWS storage fees for attached volumes, but those are separate AWS charges, not the software license charge.
