The c4.large is a compute-optimized AWS instance type. It provides a fixed set of virtual CPUs and memory allocated per running instance. You pay the software rate for each hour this instance runs. The specification stays the same regardless of your workload; only the number of hours you run changes your cost.
Software charges accrue only while the instance runs. If you stop the instance, hourly software charges stop. Stopped instances may still incur underlying AWS storage fees for attached volumes, but the software licence meters running time only. Restarting the instance resumes hourly software billing.
