What does one hourly unit cover, and what am I actually paying for?
Each unit is one running EC2 instance of the size you pick, loaded with the preconfigured Ubuntu image and Mono framework. You pay the hourly software rate for every hour that instance runs. Larger sizes carry more CPU and memory, so the hourly rate scales with the hardware capacity you select.
Am I charged when the instance is stopped or paused?
Software charges accrue only while the instance runs. If you stop or terminate the instance, the hourly software rate stops. Note that stopped instances may still incur separate AWS storage fees for attached volumes, but the Mono software licence meters running time only.
If my workload grows, can I move to a larger instance size?
Yes. Each size is billed independently by the hour, so you can stop your current instance and relaunch on a larger type when demand rises. You pay the new size's hourly rate only while it runs. Switching is manual, not automatic, so you control when capacity changes.
