What counts as one user for billing on either subscription?
Each subscription bills per user, meaning each individual granted access to the platform counts as one billable user. You subscribe by the number of people in your organization who will use the App Usage Index or Consumer Index data. Both subscriptions count users the same way.
How do the two subscriptions combine on my bill if I buy both?
The App Usage Index and Consumer Index subscriptions bill independently. Each carries its own per-user charge over its own 12-month term. Buying both adds the two charges together on your invoice. Neither subscription is a prerequisite for the other, so you can hold one or both.

Vendor refund policy
