One unit is one running EC2 instance of the type you select, billed per hour. The rate bundles the Rust software on Rocky Linux 8 for ARM plus Apollo support. Each instance you launch meters its own hours separately, so running two instances bills both concurrently.
The hourly software charge applies only while the instance runs. Stopped instances stop accruing the software rate. Underlying AWS storage or other AWS resource fees may still apply while stopped, but the software license meters running hours only.
