A minimum monthly fee sets a base charge each month. If your per-user total falls below that base, you still pay the minimum. Once your user count pushes the total above the base, cost scales with each added licence.
Does my cost change month to month as user counts fluctuate?
Cost is billed per user each month, so it moves with your active licence count. Adding users raises the monthly total. If usage drops below the minimum, you pay the minimum monthly fee regardless.
