Am I charged for the software when an instance is stopped or powered off?
The software meters running instance-hours only. A stopped or powered-off instance does not accrue hourly software charges. Underlying AWS storage fees for the volume may still apply while the instance is stopped, but those are separate from this hourly image charge.
What does one billing unit represent for this hardened image?
One unit is one running EC2 instance of the chosen type, billed per hour. Each launched instance counts separately. Your rate is tied to the instance type you select, so two instances of the same type each accrue that type's hourly rate independently.
Do I need a long-term commitment to run this hardened Red Hat image?
No. Billing is pay-as-you-go by the hour with no upfront commitment required. You can start and stop instances as needed, and you pay only for the hours each instance runs.

RedHat 8 Usage: Login with SSH client to the instance and the default login user is 'ec2-user' with SSH key specified at the time of launch. If you need to switch to root user you can type 'sudo - i' to switch root. Using the security best approach, it is advisable to disable SSH access for the user root and access SSH using accounts other than root and use the sudo command when root privileges are required.
