The software rate meters running hours only. A fully stopped instance does not accrue this hourly software charge. You still pay AWS for any attached storage while the instance is stopped, but the listing charge applies to active running time.
How do I move to a bigger instance size, and does the rate change automatically?
Each dimension maps to one EC2 instance type. If you launch or resize to a different type, billing switches to that type's hourly rate for the hours it runs. The change is tied to which instance you run, not an automatic tier upgrade. You control it by choosing the instance.
