Overview
Cloud Center of Excellence (CCoE) framework
The framework comprises both non-technical capabilities (strategy, people, and governance) and technical capabilities (platform, security, and operations).
Organizations adopting AWS at scale often need more than cloud architecture guidance -- they need a clear governance model, defined ownership, operating standards, and a coordinated way to guide cloud adoption across the enterprise. A Cloud Center of Excellence (CCoE) provides that structure, but many teams struggle to assess their current state and design how the CCoE should be established.
Who This Engagement Is For
This accelerator is designed for organizations experiencing challenges such as:
- Multi-account sprawl after rapid AWS migration with inconsistent governance across business units
- Regulated industries (financial services, healthcare) needing compliance-aligned governance across distributed development teams
- Post-M&A consolidation requiring unified cloud operating standards across previously independent IT organizations
- Enterprises managing dozens or hundreds of AWS accounts without centralized decision-making or cost accountability
What WEI Delivers
WEI's Cloud Center of Excellence (CCoE) Accelerator for AWS is a professional services engagement that helps organizations evaluate cloud maturity, design a practical CCoE framework, and define the steps required to launch or mature a CCoE aligned to AWS adoption goals.
The engagement is structured around three phases:
Planning -- Stakeholder discovery, current-state maturity review, education on CCoE principles, initial charter development, team structure planning, and definition of roles and responsibilities.
Establishing -- Development of governance processes, decision and meeting cadence, standards and procedures, knowledge-sharing approach, and a high-level CCoE operating roadmap.
Reporting -- Consolidation of findings, recommendations, maturity observations, and presentation of key deliverables through an executive-ready briefing.
AWS Services Addressed
The CCoE framework and governance model typically address how organizations should leverage and govern key AWS services including:
- AWS Organizations -- Multi-account structure and organizational unit design
- AWS Control Tower -- Landing zone governance and guardrails
- AWS Service Catalog -- Standardized provisioning and approved service portfolios
- AWS CloudTrail and AWS Config -- Audit logging, compliance monitoring, and configuration management
- AWS Cost Explorer and AWS Budgets -- Cost visibility, allocation, and accountability
- AWS IAM Identity Center and AWS SSO -- Identity governance and access control standards
Typical Deliverables
- CCoE charter with mission, scope, and executive sponsorship model
- Governance framework aligned to AWS Well-Architected principles
- RACI model defining roles across cloud operations, security, finance, and development
- Meeting structure and decision process documentation
- Policy and standards recommendations
- Implementation roadmap with success metrics and milestones
- Executive readout for stakeholder alignment
Engagement Prerequisites and Scope
To ensure a successful engagement, customers should have:
- An identified executive sponsor for the CCoE initiative
- At least one active AWS account (existing workloads are not required)
- Availability of key stakeholders from IT, security, finance, and business units for discovery sessions
- Willingness to allocate approximately 2-4 hours per week of stakeholder time during the engagement
Engagements are scoped collaboratively based on customer maturity and business goals. WEI helps customers move from concept to execution by turning cloud governance into an operating model that supports secure, cost-effective, and scalable AWS adoption.

Highlights
- Assess cloud maturity through structured stakeholder discovery sessions across IT, security, finance, and business units. WEI's engagement lead and cloud architect team evaluate multi-account governance, compliance posture, cost accountability, and organizational readiness to identify gaps and prioritize CCoE design decisions aligned to your AWS adoption goals.
- Define a complete CCoE operating model, including a charter with executive sponsorship, RACI across cloud operations and development teams, governance processes, decision cadence, and standards aligned to AWS Well-Architected principles. The framework addresses the AWS Organizations structure, Control Tower guardrails, IAM Identity Center policies, and cost management accountability.
- Deliver seven executive-ready artifacts, including a CCoE charter, governance framework, RACI model, meeting structure documentation, policy recommendations, implementation roadmap with success metrics and milestones, and a stakeholder alignment briefing - giving leadership the clarity needed to move from concept to CCoE launch.
