Am I charged the software rate when my instance is stopped?
The hourly software charge meters running time only. A stopped instance does not accrue the software fee. You may still pay underlying AWS costs, such as storage for the root and dedicated /u01 volumes, while the instance is powered off. Restarting resumes the hourly software charge.
Does moving to a bigger instance type change my software rate or just the compute cost?
Each instance type is its own dimension with its own hourly rate, so both the software rate and underlying compute cost change when you switch. The product itself stays the same regardless of size. You pick the instance that matches your workload; the guide recommends m5.large or larger.
