Each unit is one running EC2 instance of the type you select, billed per hour. The software rate covers the hardened operating system layer on that instance. You are metered on wall-clock hours the instance runs, not on the number of users or connections.
Am I charged the software rate when my instance is stopped?
The hourly software charge applies only while the instance runs. A stopped instance accrues no software charge. Note that stored disk volumes may still incur separate AWS storage fees, but the operating system license meters running time alone.
How do I control cost since there are so many instance-type options?
Cost is driven by the instance type you choose. The hourly software rate scales with instance size, so selecting a right-sized type for your workload sets your rate. Switching to a different instance type changes your hourly rate accordingly. You carry no upfront commitment.
