Romanian Motor Insurers' Bureau (BAAR) drives faster claims resolutions using AWS
Romania-based BAAR plays a key role in keeping motorists protected on the roads. An independent, nonprofit organization, it’s made up of 11 members, all of which deal with motor third-party liability (MTPL) insurance. MTPL ensures that, in the event of an accident, the driver responsible is covered for any damage to a third-party’s person or property. BAAR is also part of the Green Card system, which insures drivers under one policy for international motor travel across Europe, Asia, and North Africa.
BAAR members issue 12 million MTPL policies and process 450,000 claims a year. The organization needed to set up a new system from the ground-up that could handle all these policies and claims as part of a national MTPL database. The main objectives were speed and security. “End clients must receive fast answers to their requests,” says Madalin Rosu, president of the board of directors, BAAR. “And it’s important that our connections with authorities and our members are reliable and safe.”
Opportunity | Accelerating Response Times for a Better Service
BAAR looked to Amazon Web Services (AWS). “In AWS, we found a multitude of ready-to-use services that gave us not just speed and security, but reliability and availability too,” says Sorin Greceanu, general manager at BAAR.
The organization uses AWS CloudTrail, which monitors and records account activity across its AWS infrastructure, giving control over storage, analysis, and remediation actions. Amazon API Gateway is a fully managed service that makes it easy for BAAR developers to create, publish, maintain, monitor, and secure APIs at any scale. And Amazon ElastiCache—an in-memory caching service that supports flexible, real-time use cases—helps ensure the fast responses that end customers need to complete their claims faster.
“With services such as AWS CloudTrail, Amazon ElastiCache, and others in the AWS portfolio, we can respond to around 2.5 million requests a day, at an average rate of 15 milliseconds per answer,” says Greceanu.

Solution | Flexibility and Best Practice in the AWS Cloud
BAAR is able to better support its members and their clients with a flexible, secure solution using AWS. Pay-as-you-go pricing gives the organization cost-effective scalability to meet fluctuating demand. And the team can call on highly skilled AWS professionals at any time—a resource that has been particularly useful for applying best practices to maintain robust security.
“Using AWS gives us the comfort that our connections with authorities are reliable and safe,” says Rosu. “It’s what we set out to achieve at the beginning and we’re very satisfied with the solution.”
