The rate applies per running Ubuntu host, per hour. Each machine running Ubuntu is metered as one host. A per-server subscription covers hypervisors with unlimited virtual machines, so you are charged for the physical host rather than each VM on it.
How do the prepay and the per-hour rate combine on my bill?
They apply in sequence, not at once. The one-time prepay covers your first 28,000 instance hours on the account. After you use those hours, billing switches to the per-hour rate for each running Ubuntu host. Together they scale with host count and hours run.
What does this subscription actually cover for my Ubuntu systems?
