The Roku Cloud Emulator (RCE) enables you to create virtual Roku streaming players and TVs to develop and test Roku streaming apps. You can use the RCE to automate CI/CD merges and nightly testing and iteratively validate features that do not require hardware-specific performance.
Virtual devices run the latest Roku OS version in a secure, controlled environment accessible through a Web UI or REST APIs. The Web UI features a virtual Roku remote control for launching and navigating your app, controlling playback, and accessing the options menu. Both the Web UI and APIs support sideloading apps and accessing the debug console.
Overview
The Roku Cloud Emulator (RCE) lets you create virtual Roku devices for developing and testing Roku apps. Use the RCE in CI/CD and nightly testing workflows to validate features that do not require hardware-specific performance.
Each virtual device is created as either a streaming player or a TV, and runs the Roku OS. Devices are accessible through the Web UI or the REST APIs. The Web UI includes a virtual Roku remote with full navigation input, playback, and menu controls. Both the Web UI and the REST APIs support sideloading apps and access to the debug console.

Vendor refund policy
Roku Cloud Emulator is billed per usage via AWS Marketplace metering. Fees are non-refundable once consumed. Refunds or credits may be issued case-by-case for service interruptions, metering inaccuracies, provisioning failures, duplicate billing, or defects preventing normal operation. Report issues within 30 days via the support channel on the AWS Marketplace product page. Approved refunds are processed through AWS Marketplace billing adjustments per applicable policies.
