Overview
BluIQ Public Sector is designed to solve the "last mile" problem in government IT modernization: how to accurately and transparently recover the cost of shared technology services across agencies.
While infrastructure and cloud platforms evolve rapidly, many public sector IT organizations still rely on spreadsheets, legacy tools, or unsupported internal systems to calculate and distribute charges. These approaches create audit risk, delay billing cycles, and erode trust between central IT and customer agencies.
BluIQ replaces these manual workflows with a standardized, automated chargeback and cost recovery engine.
Automated Data Ingestion and Reconciliation
BluIQ connects directly to the systems that generate IT usage:
- Cloud platforms and consumption reports
- UCaaS and telecom seat and usage records
- Device, asset, and inventory systems
- Software licensing and subscription platforms
- ERP and financial systems
Usage data is cleansed, normalized, and reconciled before billing, eliminating the "spreadsheet lag" that slows billing cycles and introduces errors.
Service Catalog and Funding Model Alignment
BluIQ links usage and assets directly to your IT service catalog and funding model:
- Define services in plain language agencies can understand
- Map costs to rate structures and allocation rules
- Support direct billing, allocation, and hybrid funding approaches
- Clarify how rates are calculated and applied
This makes it easier for agencies to request services and understand the financial impact of their consumption.
Automated Chargeback for Cloud, UCaaS, Telecom, and Devices
Modern IT services are consumption-based and constantly changing. BluIQ automates:
- Seat-based UCaaS and telecom billing
- Cloud usage and consumption allocation
- Device and asset-based recovery models
- Software subscription and licensing allocation
- Proration and mid-cycle adjustments
Billing cycles that once took weeks can be completed in hours with far greater accuracy.
Audit-Ready Transparency
BluIQ provides full traceability from raw usage data to final invoice:
- Defensible calculations and rate logic
- Detailed reporting for auditors and budget offices
- Historical tracking of usage, rates, and charges
- Elimination of manual rework during audit cycles
Finance and audit teams gain confidence in the integrity of the chargeback process.
Enabling Shared Services at Scale
As states and municipalities expand shared services models, financial operations must scale alongside technical capabilities. BluIQ supports:
- Multi-agency hierarchies and billing relationships
- Clear reporting across departments and agencies
- Consistent billing practices across service types
- Improved communication between central IT and customer agencies
- This strengthens trust and accelerates adoption of shared IT services.
Who This Is For
BluIQ Public Sector is purpose-built for:
- State CIO offices and shared services organizations
- County and municipal IT departments
- Higher education IT and finance teams
- Agencies implementing cloud, UCaaS, and digital modernization initiatives
- Public sector finance teams responsible for IT cost recovery and transparency
Supporting Modern Digital Government
BluIQ aligns directly with the core pillars of public sector IT modernization:
- Effective resource management
- Modern digital government initiatives
- Operational and financial performance efficiency
- Transparent communication with agencies and stakeholders
By replacing fragile manual billing processes with automated, repeatable workflows, BluIQ allows your team to focus on financial insight and service improvement rather than data cleanup.
Pricing is based on contract duration. Customers may pay upfront or in installments according to the agreed contract terms. The contract includes access to a specified quantity of usage for the contract duration. Usage-based pricing applies to any usage that exceeds the contracted entitlement or is not otherwise covered under the agreement. These charges are billed in addition to the contract price. If the contract is not renewed or replaced before the end of the term, access to the contracted entitlements will expire.
