The tier you choose sets how many individual user accounts you can activate under the subscription.

What counts as one user for billing purposes?
A user is an individual account you activate under the subscription. The tier you buy sets the number of accounts you can activate. Your directory feeds these accounts, and you can move a user from one device to another without adding to your count.
What happens if my user count grows past the tier I bought?
Each tier limits the number of individual user accounts you can activate. If you outgrow your tier, you move to a higher tier that covers your total user count. The new tier applies to all users, not just the extra ones. Moving tiers is a manual choice.
Does the subscription price cover all deployment methods and features?
Each tier covers the same access management capabilities, including multi-factor authentication, single sign-on, conditional access, and directory management. The solution supports cloud, on-premises, and hybrid deployment. Your price is driven by user count, not by which features or deployment method you use.
