The Starter Licence covers usage up to 1 billion transactions per month. The Enterprise Licence covers usage above 1 billion transactions per month. Both are sold as units under a contract. Volumes pool across all your connectors and streams, so the per-transaction rate decreases as your total usage grows. Backfills and initial loads are not counted as billable transactions.
