Am I charged the hourly software fee when my EC2 instance is stopped?
The software fee meters running instance-hours. A stopped instance does not accrue the hourly software charge. You may still pay underlying AWS storage fees for the attached volume while the instance is stopped. Software charges resume when you start the instance again.
What does one hourly unit cover, and can I change instance sizes later?
One unit is one hour of running the selected EC2 instance type, such as t3.medium or r5.large. The instance type sets your hourly rate. You can stop the instance and relaunch on a different size, which then bills at that size's hourly rate.
