You pay per named user for each type. An Explorer License covers people who view and interact with published dashboards and data. A Creator License covers people who connect to data, prepare it, and build new dashboards. Assign the license type that matches each person's role.
The two licenses bill independently. You buy a quantity of each type based on how many people fill each role. Your total is the count of Explorer Licenses plus the count of Creator Licenses. Cost scales with the number of named users in each type, not with data volume.
