One hourly unit maps to one running EC2 instance of the type you pick. The software runs on a single virtual machine. You are billed per hour that instance stays active, regardless of how many VPN users you create on it.
Software charges accrue per hour only while the instance runs. A stopped or powered-off instance does not accrue software fees. Note that stopped instances may still incur underlying AWS storage costs, which are separate from this listing's hourly software charge.
