This is a usage-based add-on that adds read replicas to your database. You pay per vCPU for each host hour a replica runs. There are no upfront commitments or fixed terms. The many dimensions here all use the same billing method; they differ only by the AWS Region where you deploy. Each Region carries its own per-vCPU rate. Your cost scales with the number of vCPUs in your replicas and how long they run. Billing flows through your AWS account.

What counts as one vCPU for billing on a read replica?
A vCPU is one virtual processor core assigned to a running read replica instance. Your rate multiplies by the number of vCPUs in each replica. A replica with more vCPUs accrues more per host hour. Adding replicas increases your total vCPU count and cost.
Am I charged when a read replica is stopped or not actively serving queries?
Charges meter per vCPU for each host hour a replica runs. A fully stopped replica does not accrue these software charges. Underlying AWS storage or other resource fees may still apply separately. The add-on meters running replica time only.
Why does the per-vCPU rate differ between AWS Regions?
Each AWS Region carries its own per-vCPU rate. The billing method stays the same everywhere; only the rate changes by location. Deploying replicas in different Regions applies each Region's rate to the vCPUs running there. Your total combines each Region's usage.
