Overview
The AI Cost Governance and CFM Governance Control Plane for AWS
At enterprise scale, AI spend attribution becomes a governance crisis. Hundreds of Bedrock model invocations. Dozens of AgentCore workloads. No business context. No approval trail. No model level line item ownership. Your FinOps Lead is accountable for spend they cannot see, and your business teams are approving AI investments they cannot track.
FinOps Center Enterprise solves this with IAM level attribution across unlimited AWS accounts, business owned governance workflows spanning portfolio, department, and business unit hierarchy, and Agent Bill: the MCP and agentic chat capability that makes every persona effective from day one.
Two Co-Equal Governance Pillars
AI Cost Governance for AWS
FinOps Center attributes Amazon Bedrock and AgentCore spend at the model level using IAM principal identity and CUR line-item data the only attribution path that works at line item resolution across unlimited accounts. Business teams govern through a four actor workflow with full audit trail: Product Owner, FinOps Lead, Portfolio Owner, Cloud Engineer.
Key capabilities:
Model-level attribution: IAM principal x Bedrock model ID, resolved to business workload across all accounts AI Value Board: declared investment value by workload, organized by Investment Prospect band AI Governance Scorecard: Crawl / Walk / Run maturity per team, department, and portfolio Six allocation gap categories with guided remediation workflows Model Approval workflow with Portfolio Owner gate AgentCore resource ARN attribution for agentic workloads Agent Bill: ask any governance question and take action from chat
CFM Governance for AWS
FinOps Center governs the full Cloud Financial Management lifecycle across unlimited accounts: from workload onboarding and estimate creation through budget approval, AWS program management, cost optimization, and month close accrual. The full org hierarchy is supported: resources and services up through workloads, estimates, budgets, portfolios, departments, and business units.
Key capabilities:
Workload onboarding and cost allocation to Finance Chart of Accounts Estimate-based budgeting with two approval gates: estimate size and recurring spend MAP, EDP, Savings Plans, and Credits lifecycle management at enterprise scale CFM Scoreboard: letter grade across full org hierarchy with executive drill-down Month-close accrual and reporting with file-based ERP integration Agent Bill: governed CFM process execution from natural language, scoped per persona
Four-Actor Governance Model
Product Owner, FinOps Lead, Cloud Engineer, and Agent Bill operate across five governance stages: Business Case, Model Approval, Attribution, Gap Remediation, and Maturity Review.
Prerequisites and Deployment
Prerequisites:
AWS Organizations with a single Master Payer account CUR 2.0 configured and delivering to S3 in your Delegated Admin Account Amazon Athena available in your analytics region Amazon Bedrock access enabled for AgentCore capabilities Amazon QuickSight available in your deployment region
Deployment: Deployed via CloudFormation into your Delegated Admin Account. Built on CUR 2.0 in Athena, Amazon Bedrock AgentCore, Amazon Quick, QuickSight, S3, and Lambda. No data leaves your AWS estate.
Scope: Supports unlimited AWS accounts within one Master Payer. Multi-payer environments require separate subscriptions per payer.
Security and Data Residency
All data remains within your AWS account boundary. The CloudFormation deployment uses least privilege IAM roles scoped to CUR data access, Athena queries, and QuickSight rendering. Data at rest is encrypted using AWS-managed keys in S3. All inter-service communication uses TLS encryption in transit.
Pricing
FinOps Center Enterprise is offered as a flat annual subscription covering unlimited AWS accounts within one Master Payer. See the Pricing tab for details or request a private offer.
