A mailbox is any individual email account you synchronize or access through Outlook. Each active mailbox needs its own license. If your team uses ten mailboxes, you license ten. Shared and internal-only mailboxes still count if the product touches them.
When would I add the Per-Region Dedicated Instance dimension instead of relying only on mailbox licenses?
You add this dimension when you deploy a dedicated instance, meaning a private environment rather than shared infrastructure. Buyers choose it for governance, privacy, or performance needs, or to keep deployment within a specific region. You pay per region where you run a dedicated instance.
If I use both dimensions, which one drives most of my bill?
The two dimensions bill independently and appear together. Mailbox charges scale with how many mailboxes you license, so this dominates when you have many users. The Per-Region Dedicated Instance charge scales with regions, so it grows only as you add dedicated deployments across regions.
