The software rate meters running instance-hours. Fully stopped or powered-off instances do not accrue the hourly software charge. You pay only while an instance runs. Note that AWS may still bill underlying storage or other resources separately from this software license, which meters active running time only.
Each dimension is one specific instance type billed per hour. Larger or specialized instances such as compute, memory, storage, GPU, or bare-metal carry higher hourly software rates. Running several instances at once bills each one separately. Your total is the sum of each running instance's hourly rate times its running hours.
