The EC2 Dimensions unit maps to the AWS EC2 resources you run the advisor on. The advisor software carries no charge. The unit reflects the compute footprint you select, so any cost comes from AWS infrastructure, not the tool itself.
The advisor itself is free, so no software fee applies whether the instance runs or stops. Powered-off instances stop accruing compute charges from AWS. Stopped instances may still incur AWS storage fees for attached volumes, but the tool adds nothing on top.
