EVE CoreGuard is a deterministic decision-enforcement engine for regulated AI. Before an AI action executes, CoreGuard evaluates the proposed action against versioned policy packs and returns a decision - ALLOWED, BLOCKED, or MODIFIED - with no large language model anywhere in the decision path, so the same input always produces the same, replayable outcome.
Every decision produces cryptographic evidence: an asymmetrically signed decision certificate - offline-verifiable by any auditor or regulator without contacting EVE (Ed25519, or KMS-backed ECDSA P-384 with the private key held in hardware). Certificates chain into a Merkle-rooted, tamper-evident audit trail with open-format export, giving model-risk, compliance, and audit teams a verifiable record of exactly what the AI was and was not permitted to do.
CoreGuard governs single decisions and, on the Agent Governance tier, multi-step tool-using AI agents - governing sequences of actions (tool calls, MCP requests), not just isolated outputs. It ships with standard policy packs, supports custom policy rules, and includes an SR 26-2 documentation package to support model-risk-management review.

A governed decision is any AI action routed through the enforcement gate for evaluation. Each proposed action evaluated against your policy counts once. The Enforcement License covers up to 500,000 decisions per month. The Agent Governance Platform covers up to 2 million per month, including each step in a multi-step agent sequence.
What happens if my governed-decision volume exceeds the monthly ceiling on my license?
Each annual license includes a monthly decision ceiling. The Enforcement License allows up to 500,000 decisions per month; the Agent Governance Platform allows up to 2 million. Decisions beyond your ceiling are billed as overage. If your volume grows consistently, you can size a license to your expected decision volume.
How does the Design Partner Pilot relate to the annual licenses, and does its fee carry over?
The Design Partner Pilot is a fixed-scope, 60-day engagement that tests enforcement in shadow mode against your own policies and decision logs. It uses no production data. If you proceed to an annual license, the full pilot fee credits toward that license, so you do not pay twice.
