EVE CoreGuard is AI governance software for regulated enterprises - a deterministic decision-enforcement engine that governs AI systems and AI agents at runtime. Before an AI action executes, CoreGuard evaluates the proposed action against versioned policy packs and returns a decision - ALLOWED, BLOCKED, or MODIFIED - with no large language model anywhere in the decision path, so the same input always produces the same, replayable outcome.
Every decision produces cryptographic evidence: an asymmetrically signed decision certificate - offline-verifiable by any auditor or regulator without contacting EVE (Ed25519, or KMS-backed ECDSA P-384 with the private key held in hardware). Certificates chain into a Merkle-rooted, tamper-evident audit trail with open-format export, giving AI governance, model-risk, compliance, and audit teams a verifiable record of exactly what the AI was and was not permitted to do.
CoreGuard governs single decisions and, on the Agent Governance tier, multi-step tool-using AI agents - governing sequences of actions (tool calls, MCP requests), not just isolated outputs. It ships with standard policy packs, supports custom policy rules, and includes an SR 26-2 documentation package to support AI governance and model-risk-management review.
Where most AI governance platforms document and monitor AI after the fact, CoreGuard enforces policy before the action runs and leaves cryptographic proof that it did.

What counts as one governed decision for billing?
A governed decision is any single AI decision routed through the enforcement layer for pre-execution governance. The Enforcement License covers up to 500,000 governed decisions per month. The Agent Governance Platform covers up to 2 million per month. Volume is metered monthly, not by seats or tokens.
What happens if my monthly decision volume exceeds the license ceiling?
Each license carries a monthly decision ceiling. Usage above that ceiling accrues per-decision overage charges. The Enforcement License lists a higher per-decision overage rate, while the broader-volume tier applies a lower per-decision overage rate. You are not upgraded automatically.
Does the license cover my AI model providers, or do I pay those separately?
You keep your existing model and API providers on your own contracts and pricing. The license covers governance of execution across them, not the models themselves. Pilots include a capped amount of vendor-funded model usage for onboarding; production uses your own providers.
